Fire Safety Manual (IBP)

When is the Fire Safety Manual required?

Under the law, owners, managers or users of buildings (or their parts forming separate fire zones) intended for public-use, collective-residence, production, storage and livestock functions are obliged to implement an IBP when at least one of the following conditions is met:

• the gross volume of the building or of its part forming a separate fire zone is 1000 m³ or more,
• the gross volume of a livestock building is 1500 m³ or more,
• the fire zone area of a facility other than a building is 1000 m² or more,
• an explosion hazard zone occurs in the building.

When is the Manual not required?

This document is not strictly required for smaller facilities in which:

• the gross volume of the building does not exceed 1000 m³,
• the gross volume of a livestock building does not exceed 1500 m³,
• the fire zone area of a facility (that is not a building) does not exceed 1000 m².

Legal basis for preparing the IBP

The requirements for preparing the document are specified in §6 of the Regulation of the Minister of the Interior and Administration of 7 June 2010 on the fire protection of buildings, other structures and land (Journal of Laws 2023, item 822, as amended).
